Library: number of spaces and type of markings for Car/Vanpool or Fuel Efficient Vehicles

We are rennovating the interior only of a public library, no new parking is being added as part of this project, however, we are hoping to qualify for the 3.3 credits. Two questions:

The project would like to look into Case 1 option 1. The tenant included carparking spaces into the lease.
Preferred parking spaces

We are certifying a tenant space with LEED CI in a building that was previously CS certified. The CS building has preferred parking spaces for electrical vehicles.

My office is moving to a mixed use space so we will be SSc3 case 1, less than 75% of the building.
Dormitory and Car/Van Pool Parking

We are renovating the interiors of two existing dormitories on a college campus. Per LEED-CI SSc3.3 we fall under Case 2. We are not providing any new parking.
No local zonal regulation

The project planned to have active vanpooling commuting, parking is provided by the LL, 5% of FTE dedicated for that purposes as per credit requirement.
Case 2

The project has 2500 FTE and occupies more than 75% of the building space. The building has only 5 parking spaces, so cannot meet the 5% required for the carpool/vanpool.

Our project area is less than 75% of the total building area - as we are one of the tenants in 25 floor building. So i guess the project would qualify under Case1 - Option 2.
