Does the tenant design & construction guidelines (which is considered as a design credit) need to be finalized for review submission?

what are the LEED specific information that should be included in a tenant lease agreement? is it required to include all credits mentioned under case A,B & C of LEED NC rating system?

does it make sense to include instructions and options in the guidelines on how the future CS commercial owners can share their energy and water usage with USGBC?

Tenant Guidelines are a credit under Core and Shell, but are required under MPR if you have a tenant space in a New Construction project.
