EV charging station at shared parking structure

Our project is using a shared parking structure with 500m range from the LEED project. all the EV parking stations are located in that shared parking structure.

1 EV charging station for 2 spaces and Vehicle Fueling Capacity per Station

I was informed that the LEED project in question has 1 charging station and two reserved parking spots.  Am I to assume that this station has two charging cables, one for each spot, or should

Our building has 2 main entrances, one in back where the employees park and one paid lot in front where visitors and general parking is located.

I see this credit mainly oriented to shopping malls and office buildings, but how should I address a project where all parking spaces are going to be SOLD to individual owners?
