Should retail spaces in a shopping mall have CO2 sensors? Does anyone know if shops are treated as densely occupied spaces?

Credit requires to monitor CO2 level for densely occupied spaces. Is there any requirements for the minimum no. of sensors per space / sq ft?

We are working in a CS project without any densely occupied spaces. The project contains VRF units to condition spaces and one fan supplies outdoor air to these units.
