What is the definition of annual increase? Volume difference in 1-year 24-hour rainfall event?

Based on my understanding by reading the posts on this web site, it seems to me that for option #1, all volume from the 95th or 98th percentile of rainfall to be captured

It is our understanding that Section 438 is used only to define the 95th percentile and that there is no requirement to follow Section 438 in full.
