According to ASHRAE 90.1 / Section 9.4.1.2 , Do we have to install occupant sensor or a timer switch in electrical and mechanical rooms?

Outdoor Air when Baseline has System 2

I am following v4 and ASHRAE 90.1 - 2016.

I have an Hotel in Climate Zone 3A, therefore I am using System 2 (PTHP) for Baseline.

We're seeking clarification on how other users interpret the term "required ventilation air" in the exception to Section G3.1.2.9.1 of Appendix G (ASHRAE 90.1-2010) for laboratory spaces.
