CO2 monitoring densely occupied spaces, exemption rooms <150 sf

Why are not small rooms (less than 150 sf) exempt from the CO2 monitoring requirements? In EB:OM and several other places and standards they are.

Can a Core & Shell building with only restrooms built out that has only exhaust fans and gas fired freeze protection units comply with this credit?

Our project contains a theater scene shop including a small area where spray paint will occasionally be used.
