Clarification on Residential vs. Non-Residential Classification for Dormitory and Dining Block in a Cricket Academy

I am modeling a baseline system No. 6 - Packaged VAV with PFP boxes (ASHRAE 90.1-2010) and I would like to confirm some things:

Painting HVAC Units on roof

The client is close to getting the credit and wondered if painting the units on the roof would help.  I think it does from a heat island effect, but not from a LEED Credit point of view.

Indoor Water Use calculations for Daycare

Can infants and toddlers be excluded from indoor water use calculations for a daycare facility? Given that they will be using diapers rather than water closets or lavatories.

There are some differences between LEED v4 and v4.1 requirements for Electric Vehicle charging.
