Which version of V4.1 should I follow ? Do older versions of V4.1 become obsolete when a newer version is released?

Hi LEED experts, my interior Office wants to have an open ceiling, where people can see and access the piping, ductwork system, and HVAC machines hanging below the ceiling structure.
