Baseline for Manufacturing facility energy usage...

We are dealing with a manufacturing facility that has energy intensive process loads.   Is there a standard way to establish a base case for manufacturing process loads?

The requirement mentioned that ventialtion system that supplies outdoor air to occupied spaces must has particle filters or air-cleaning device that has filtration media meeting MERV 13 or higher.&
