Metered faucet duration

We are installing Armstrong Bio Based Tile that requires a polish after install. We are looking for a LEED V4 compliant floor polish product that meets the VOC and TVOC requirements.

Open Aircraft Hangar, No HVAC

 The potential way to target water reduction is by monitoring the water use for flushing. Is it necessary to install a water meter for each piping that goes to separate toilets?
