Does the USGBC accept products that have been tested for emissions in accordance with CDPH v1.2 (2017) for compliance with the low-emitting materials credit?

Envelope Cx - whole-building air leakage testing

Is it acceptable if the air leakage testing is done by a subcontractor of the general contractor when all the other aspect of the envelope commissioning are done by an independant CxA ?

When I am building the proposed building in my energy model has the design temperature in Cooling differ from the design temperature in Heating +5 oF?
