Is it possible to choose voc budget Option 2 for one catagory and Emisssions Criterial Option 1 for other categories or is it all one option or the other?

Bike Network - Is 40km/hr streets too low?

Our city has dedicated bike lanes, off-street paths, and "bike-friendly" streets. Our project has fairly good connectivity to many amenities using just one street with a dedicated bike lane.
