Can someone explain exactly what is required under the first option in Option 1? Is this a self certification utilizing GreenScreen or must this be third party?

Can a project (with adeqaute proportion of lab area) located in the United Kingdom benchmark its performance against Lab21 tool data? 

I`m trying to understand the Option 2 -Strategy A and having difficulty of finding this illuminance on brazilian cutsheets. Is this information that I need to look at?
