our project is a big shopping center with almost all the diverse uses (such as restaurant,bank,etc.) can that help us get the credit without calculating the surrounding diverse uses?

This may be an academic question but I am unsure on the wording. The modification of the lighting boundary depends on adjacency to a walkway or a public street.

If I understand the LEED requirements for exterior lighting, we will be following the BUG guidelines for all lighting that will remain on from sunset to sunrise.

Is it an absolute requirement that the proposed pressure (in PSI) matches the baseline. Can we use a flow rate at a lower pressure to avoid excessive pump sizes ?
