The LEED v4 rBD+C reference guide I have says the credit is worth 1 point for all project adaptations except Healthcare and Hospitality. It says 1-5 points on the credit title page.

We have a building that is an ENERGY STAR-eligible building type but has a score that is less than 75 and unable to achieve 75. Using Case 1 it would not qualify.

The reference guide refers to comparing site energy data for the previous 12 months with data from the 3 contiguous yrs of previous 5 yrs (in order to demo 25% improvement).
