Alternative measurement to material costs

I'm working on a project where we cannot gather the information of the specific material costs. Is it possible to calculate the percentage based on the weight or the volume instead of by cost?

Project vs Lighting boundary

There appears to still be confusion on the differences between the Project Boundary and the Lighting Boundary. The Project boundary is the same as shown in every other credit.

Under the Summary of Heat Island Reduction Measures, the footnote says "Weighted sum of nonroof and roof measures must be greater than or equal to sum of project paving and roof area for 2 points."
