no new parking, but how to use local zoning for off-site park?

My project is being built on an old parking lot in a previously developed, campus-style site. The LEED site boundary will be drawn around this building only.

I'm working on a campus building where we have added only 6 new spaces (3 of which are ADA) I understand the ADA can be exempted, but since the other 3 new ones are being added to be reserved for L

There is no new parking provided within the LEED boundary of our project (no parking at all). The project is part of a performing arts center campus.

Our project is factory expansion and our client purchase a new land nearby for parking facilities. The local zoning require 110 parking lot so we provide 104 parking lots on a new land outside LEED

The ITE Parking Generation Study refferences school population for units in determing # of parking spaces for University/college buildings.

I see the example in this website states "reserved carpool and vanpool parking only" The project I am working on has approved submittal/shop drawing in which it states "high occupancy vehicle park
