I have a adjustable fixture mounted on the ground to uplight the tree. The initial fixture lumen above 90 degrees from nadir is 0 which is full cut off fixture.

city owned lights are not included in our photometric calculations, but how in reality can somebody check that the lights are matching our calculations if the city-owned lights are there anyways?

In version 2009, I have to shutoff or reduce interior lighting. The interior space is a chiller plant where lighting shutoff or reduction would create a safety risk.
