Would clerestory windows be required to have automatic shades if the project uses down lights located below the windows?

I have a project where the only exterior lights are within a courtyard that is surrounded by the building on all sides, 4 storys tall. Would the project still have to submit a photometric plan?

We are working on the site illumination model to measure compliance with the light trespass requirements.

We have a project that includes walkways through the site (the walkways are part of the property).
