We have a condition at where the contractor has asked to use blue duct for underground locations in lieu of Armaflex insulation and concrete encasement.

Although it is the requirement of the Commissioning Agent to develop the Systems Manual, Operation & Maintenance Systems manuals, can he/she delegate that responsibility to the General Contract

One of our factory projects is planning on installing a CHP (combined heat and power) plant, with natural gas as the fuel source. Does this system require commissioning?
