conflicting info on total materials cost

form im filling out says total material cost for csi divisions 3-10, as well as many of the divisions from 31. ive heard others say 31 isn't necessary. just 3-10. whats the consensus?

My project uses lot of steel and that is a very large portion of the total material budget. The supplier has not provided cut sheets to confirm the recycled content of steel.

The assembly as % of product section found in the MR 4 form is already prefilled with 100% for all materials. Is this correct?
