Can the make-up air (CFM) provided for a kitchen hood exhaust system be considered as part of the total OSA CFM, in the VRP calculation?

We have a multifamily building where the naturally ventilated kitchens are interior rooms, located next to the living/dining rooms that have operable windows.

The new LEED Interpretation #10248 (dated 10/1/12) requires residential kitchens to be exhausted to the outdoors, regardless of whether the kitchen includes electric or gas cooking appliances.
