Can an apartment rental project meet the requirement of IEQp2 if they designate a percentage of rental apartments as smoking?

Hello, I have a project that does not allow smoking within the building. However, there are small one room kiosks outside the building that allow smoking.

I am working on a project that has installed signage near major entrances that prohibits smoking within 25 feet of all doors and windows.

we are building a campus of buildings (non-school) that has a non smoking policy except in one designated outside area.

We have a residential high-rise condominium where the owner prohibits smoking in residential units and on the entire property. Residents will have to go off the property to smoke.
