Submetering requeriments for exclusive chiller for tenant space

The project is located within a building, its area is less than 75% of the total area of the building. The project has a chiller plant that only supplies the project area.

I have a store (case 1) with a small 60 ton chiller, 2 AHU's, lighting, and plug loads. If HVAC, plug loads, and lighting can be measured on one meter, how many meters do I need?

CI project, 75% or more of the space is occupied by the tenant, and I have seen the 4/1/12 addenda with the replacement language for Case 2.

Alternative Compliance Path Case 1: Lease Document

Is there an alternative compliance approach to this credit? My project falls under Case 1 (less than 75% of the project space), but my client owns the floors hence the lack of a lease agreement.

Spot Metering for CI 2009 EAc3 Option B

I am working on a project which is considering pursuing CI 2009 EAc3 Option B. I am wondering if continuous metering is required for this path or if spot metering would be acceptable.
