I have read the previous threads but still not sure about the tenant submetering. The Table 2 in LEED CI guideline indicates that no submeter is required for the cooling if it is included in prora

initial cost for lease

Is there are is an initial fee that must be paid upfront when the tenant signs the lease to pay for energy use? If there is this fee, how much does that typically cost?

I have a store (case 1) with a small 60 ton chiller, 2 AHU's, lighting, and plug loads. If HVAC, plug loads, and lighting can be measured on one meter, how many meters do I need?
