To meter or not to meter

I have a store (case 1) with a small 60 ton chiller, 2 AHU's, lighting, and plug loads. If HVAC, plug loads, and lighting can be measured on one meter, how many meters do I need?

We have already had our EAp2/EAc1 energy model credits reviewed and approved. In an effort to achieve a higher LEED rating, the owner has opted to purchase REC's.

I have a building opened in 1989. Subsequent extension were constructed in 2003. Can I classify the extensions as "new construction?"

The building what we are certifying does not have kitchens or canteen. It only has pantry/breakout areas wherein people have snacks and beverages.
