Is it okay to have the showers located within the same building as the CI, but not within the LEED Project Boundary?

Considering how few LEED AP ND professionals there are, and how few LEED-ND certified projects, would a LEED AP BD+C qualify for a specialty "appropriate for the [ND] project?" Asking for a friend.
