Under ASHRAE 90.1 - G3.1.1 do I HAVE to use exception C for any zones having special pressurization relationships, cross contamination requirements, or code-required minimum circulation rates?

In my opinion, LEED 2009 incorrectly categorizes primers. I know that the table issued with the 4/14/10 addendum clearly lumps primers into the GS-11 requirements. This I don’t understand.

I see nothing in this credit that discusses commingled diversion methodologies or requires monthly diversion rate backup from facilities like the NC rating system.
