Do factory applied paints need to comply with the VOC limits? Or only paints and coatings that are applied on-site?

Hello, I’m trying to evaluate the Air intake minimum separation distance in ASHRAE 62.1-2010 (table 5-1). Specifically the distance of the garage entry with all the openings.

In the proposed design an AHU is connected to a lot of zones. In that AHU there is a preheat coil. I have to model the baseline model as system 4 PSZ-HP.

We saw the CI Fees table and, since it caused so much impression about having a such small CI Retail and paying the same that a 50000sf project... we just want to make sure that this is it...
