"Special" coating requirements for recycled content GWB.

I have a situation where our client is very concerned that GWB with recycled content needs to be specially sealed in order to maintain a healthy environment.

Footnote #4 on page 221 of the LEED-NC v2009 Reference Guide expressly notes that "The same CxA overseeing the enhanced commissioning tasks must also oversee the fundamental commissioning tasks."

Since MR3 and MR9 require facility alterations and additions take place under the specific LEED definition, does this require that the IAQ Management Plan developed for IEQ1.5 must be implemented,
