Deriving Minimum Efficiency Requirements for Baseline Chillers

NC-2009 EAc1:Optimize Energy Performance

We are wondering how to interpret the Minimum Efficiency Tables of Chapter 6.8 in ASHRAE 90.1-2007 to model HVAC efficiencies of baseline equipment. Our baseline building has a floor area > 150.

My project is a bus maintaince depot in New York City with a zero lot line. The top floor (under the "roof" is all bus parking for vehicle maintenance and storage).
