Can balconies overhead act as a projection factor when modeling buildings?

Under v3, only systems furniture and desk/occasional seating were included.  Under v4/4.1, is ALL (non-permantly installed) furniture now included?  What counts as a piece of furniture?

It appears that v4.1 got rid of Exemplary Performance for this credit.  Is that correct?
