Mandatory MERV 11 or higher filters in existing building

The credit requests confirmation that the project has MERV 11 or higher filters (if project is in nonattainment area for PM2.5). Is this request mandatory in existing buildings as well?

TVOC overall concentration doesn't pass but individual TVOC compounds do pass

All of the individual VOC compounds in all sampling locations have passed the LEED criteria.

My project team puts together reports that includes pictures of conditions that to be addressed with SMACNA Control measures and includes photos of corrected conditions.
