Are Schools-NC-v4 projects eligible to earn Exemplary Performance for Optimized Energy Performance if 54% savings or more is demonstrated?

I'm looking at the certificate provided by SCS Global that states that the product is "Level 3" and "conforms to ANSI/BIFMA e3-2014e".

We're working on a project where multiple versions of ASHRAE 90.1 are enforced. LEED v4 enforces 2010 and other government agencies enforce 2016 (also potentially 2013).
