In a Core and Shell project Office Tower that is over 50 stories, the rule is still measure all regularly occupied spaces in the building?

The project building does have small landscape and and rooftop garden.

We are working on LEED NC 2009 for a new 9 stories building. There is one unisex toilet at each office level. How I determine the number of people will use those toilets?

I'm modeling a fit out space in which the data for the base building envelope (U values and SHGC) are not available, need to know if I can use the baseline envelope data in my proposed model?
