Is data-sharing letter needed from Owner?

In LEED NC-v4 - EAc Building-Level Energy Metering a letter is required from the Owner to state their commitment to share energy consumption data.

Does anyone have a chart with SRI ranges for gravel 3+ years aged. Trying to get a ballpark number to see if it's worth testing or getting new white gravel for the client for LEED4 submission.
