Renewable Energy unable to be commissioned due to delays, can we still submit for LEED review?

The project I am working on is "complete" and the owner wants to submit for final LEED review.  However, the PV has been delayed and not installed on the project.

Hello, It been a little hard to draw the line between the enhanced commissioning scope and the measurement and verification scope.

LEED reference manual states "MBCx can be accomplished via systems submetering, operational points trending, and real-time analyses, such as fault detection and sequence verification."

Hello, 

In my baseline model, can I show shared walls as exposed to exterior and then in my proposed model treat that wall as a partition?
