If I am pursuing Reduced Parking Footprint under LEED v4.1 is possible to achieve exemplar performance as per the previous V4 ?

Building Envelope: does this requirement apply only for new envelope, or for existing also?

We are working on a CI v4 project, that is three stories high. Client is looking into replacing some of the exterior windows. Not all windows would be in the scope of work.
