What does the "three times the head height" measure mean?

There is a requirement for projects with unobstructed views, for regularly occupied floor area within three times the head height.

A project is being worked on that includes gender-neutral bathrooms, which have toilets with the same flow rate (this applies to all bathrooms in the building).
