Cooling tower fan power

Hi all, I am modeling a cooling tower the fan meets the requirement of Appendix G, but I am not sure what is the fan power should be used for the baseline, Should I use the same as proposed model

does a plasterboard panel count as a inherently nonemitting source, even so it is wraped in paper?
