A building undergoing major renovation including HVAC and electric systems ,window replacements and interior changes but the exterior wall will only be painted ?Does it qualify for LEED NC?

I am developing a senior cohousing project. It has 34 permanent homes in a maximum of 3 stories buildings.

I'm trying to figure out the best LEED version to use for an extension of an existing manufacturing building.

May I know if LEED BD+C v4.1 is eligible for recertification? If so please share the checklist.

I have a client (university) that is certifying a couple of buildings with another company and they are doing it as BD+C: NC.
