Commissioning required for a CHP?

One of our factory projects is planning on installing a CHP (combined heat and power) plant, with natural gas as the fuel source. Does this system require commissioning?

Car wash bay

Natural Ventilation

Good day, we have a project that is naturally ventilated. ASHRAE 90.1 2007 states that the energy cost budget method cannot be used for designs with no mechanical systems.

Cold rooms

Good morning, We have a project that has two cold rooms at -17 and 0 degrees Fahrenheit. These rooms are temporary storage locations of perishable product.
