Janitor / Slop Sinks

Should I account for the sinks to be used in janitor's closets in the water use reduction calculations?  I feel they would serve approx 1 FTE, but there is no category for utility/slop sinks i

Our IT department bids used computers, monitors and servers to e-waste liquidators. Is this considered an acceptable and safe recycling method for e-waste?
