Does economic analysis to forgo DES phaseout apply in V4?

In the 2009 Reference Guide, an alternative path that allows foregoing DES plant replacement through an economic analysis that shows DES replacement is economically unfeasible is clearly stated.

If a project is a cold, dark shell without hot water, can commissioning be deferred as n/a or does a cxa still need to be engaged to preform OPR and BOD review?

How can I find out how points I would get for a particular RP. Is it always only one point if I pass the threshold?
