Dual Flush Flow Rate

We have a product data sheet for a dual flush toilet that states 6L/3L with an effective flush volume of 4L.

I have a LEEDv4 for Schools project but is focusing on the interior restoration of the building and not site. Is Phase I ESA required for just interior restoration of the building?

Not eligible if no non-potable water?

It appears that a project may not be eligible for the 1 point associated with the Water Related System if their building(s) do not offer non-potable water sources. Is this correct?
