Where can I go to find information on the project size requirements for LEED O+M: Multifamily projects?

We are working on a higher ed. project building connected to a campus-wide district heating/cooling and power plant.

For a laboratory / office building, how do you apply the baseline? It appears that you pro-rate the usage by area of each space type, but laboratories are not a listed usage type.

How can I know if a Chilled beam system for ventilation complies with the ASHRAE 90.1 2007 minimum efficiency requirements ? It has not been mentioned in the ASHRAE Standard.
