The commissioning authority must complete Enhance Cx tasks for the building(s)'s thermal envelope. An ongoing commissioning plan must be developped. 

LEED v.3 specifically stated that school buses counted toward this credit. They've taken that language out for v.4. And interestingly, the bus route only counts in one direction.
