Church+Classrooms = Office?

I have a church that runs extended house 9am-10pm 6.5 days a week has classrooms that are not heavily occupied. In classifying it the occupancy looks more like an office with extended hours.
How FINAL is the Appeal?

EAp2 was denied in our final design review. We are going to appeal this by addressing their comments and getting the energy savings above 10%. My question is, IF the appeal is denied, what then?
