Power Line Overhead?

Our LEED boundary has a power line easement running through it. The city's zoning doesn't allow development in this area.

Is there any LEED criteria for type of flooring that is necessary to prevent resuspension of particles from flooring into the indoor atmosphere?

A spec-built, cold-dark shell of a building was built with 4 walls and a roof, but the floor is still dirt.

I currently have a group project LEED-CI in which one building has changing facilities and showers meant for both building tenants use.

In this project, there are three floors ( with multiple rooms with interior walls with doors) with multiple AHUs serving from 100% OA intake to 20% OA intake.
